Rossendale Borough Council has successfully prosecuted a taxi firm for systematically overcharging a disabled passenger. The investigation revealed discriminatory pricing practices that unfairly targeted wheelchair-bound customers, leading to the revocation of the operator’s and driver’s licenses.

Investigation Unveils Discriminatory Practices

The Council’s Licensing and Enforcement Office launched an inquiry following a complaint about unfair pricing. Evidence revealed that Connections Taxis of Bacup Road, Rawtenstall, had charged a wheelchair-bound passenger significantly higher fares than able-bodied passengers for similar journeys.

In one instance, the disabled passenger was charged £8 for a 0.5-mile trip, which should have cost £3.50. In contrast, an able-bodied passenger was charged £4.50 for a 2.1-mile journey in the same vehicle just 30 minutes earlier. Another investigation found the same wheelchair-bound passenger was charged £12 for a 2.7-mile trip that should have cost £8.50. The return trip cost an additional £12, highlighting clear evidence of overcharging.

Legal Proceedings and Penalties

Mohsen Saddique, 31, the manager of Connections Taxis and the individual responsible for setting fares, appeared in Blackburn Magistrates Court in December 2024. Saddique pleaded guilty to overcharging the disabled passenger and was fined £636, which included a victim surcharge of £110.

Rossendale Borough Council revoked both the operator’s and the driver’s licenses after confirming the discriminatory pricing practices.

Council's Response

Cllr Adrian Lythgoe, Lead Member for Environment and Corporate Services, stressed the council’s dedication to ensuring equality and fairness for all community members. He stated:

"Overcharging disabled passengers is not only illegal but entirely unacceptable. This case highlights our commitment to protecting the most vulnerable in our society."

He further encouraged the public to report any concerns regarding unfair practices, ensuring accountability among local operators.
