Hartlepool launches consultation on taxi licensing reforms
Hartlepool Borough Council has initiated a public consultation on proposed changes to its private hire and hackney carriage licensing policy, encouraging input from local residents, taxi drivers, and private hire operators. The consultation, open until Friday, May 23, aims to gather views on a draft policy that seeks to modernise and improve vehicle and driver standards across the borough.
A key proposal is the removal of the current rule that only allows vehicles under five years old to be newly licensed. This change could increase flexibility for operators and reduce barriers for drivers entering the trade.
Environmental standards are another major focus. The council plans to require all licensed vehicles to comply with Euro 6 emissions standards by September 1, 2025. This is a revision of the earlier deadline of April 1, 2025. For wheelchair-accessible vehicles, the compliance date is extended to September 1, 2026.
Further amendments include new criteria for dealing with insurance write-offs and a requirement that all new driver applicants must pass a driving assessment approved by the council.
A council spokesperson noted:
"Residents and cab drivers in Hartlepool are being invited to have their say as part of a consultation on changes to the local authority’s taxi licensing policy."
