Government Faces Scrutiny Over Taxi and Private Hire Regulations

An MP challenges the government on enforcing taxi and PHV licensing rules, raising concerns about out-of-area operations and passenger safety measures.

Chris Ward, Labour MP for Brighton Kemptown and Peacehaven, has questioned the government on how local authorities are supported in enforcing taxi and private hire vehicle (PHV) licensing regulations. He also sought clarity on steps being taken to ensure that taxi and PHV journeys start or finish within the area where the vehicle is licensed.
Government Response on Licensing Enforcement
In response, Simon Lightwood, Parliamentary Under-Secretary for the Department for Transport, reaffirmed that taxis and PHVs have always been allowed to take pre-booked trips outside their licensed areas. This system, he stated, ensures flexibility for operators to meet passenger demand effectively. However, concerns have been raised over enforcement gaps, particularly in cases where drivers operate without proper authorization. Recently, a taxi driver lost their licence after an unlicensed pickup was reported, highlighting the need for stricter regulatory oversight.
Lightwood highlighted existing legal requirements for licensing authorities to share information regarding safeguarding and road safety concerns about drivers. If an issue is raised, the licensing authority that issued the driver's licence must assess whether it should be suspended or revoked.
Simon Lightwood stated:
"It is widely accepted that taxis and private hire vehicles have always been permitted to carry pre-booked fares outside the area in which they are licensed. This allows the sector to work more flexibly to meet the needs of their passengers."
Strengthening Enforcement Measures
The Department for Transport has issued guidance for local licensing authorities, outlining ways to enhance compliance and enforcement. Local councils can authorize each other’s officers for enforcement duties, apply for broader powers under the Community Safety Accreditation Scheme, or carry out joint enforcement operations.
Acknowledging concerns about out-of-area working, Lightwood confirmed that the government is reviewing potential measures to strengthen regulations in the taxi and PHV sector.
Simon Lightwood added:
"The Government recognises concerns around out-of-area working and is considering options to strengthen the regulation of the sector."
