North Yorkshire Council Proposes Changes to Taxi Licensing Rules

Proposed revisions to taxi licensing in North Yorkshire aim to increase accessible vehicles for disabled passengers while addressing driver concerns and equality.

Proposed Policy Changes and Objectives

North Yorkshire Council is revising its taxi licensing policies to increase the number of wheelchair-accessible vehicles (WAVs) in the region, aligning with equality legislation. Under the proposed draft plan, only new taxi registrations for WAVs, electric vehicles, or potentially hybrid vehicles will be permitted. The changes aim to address long-standing accessibility barriers for disabled passengers who require reliable and inclusive transport options.

The draft plan is set to enter a 12-week consultation period starting in January 2024, during which feedback will be gathered from all stakeholders, including taxi drivers and accessibility advocates.

The Deputy Leader of North Yorkshire Council, Gareth Dadd, stated,

"It’s a really hard circle to square, and I don’t think there is a single solution to it. I’m keen for this to be a very genuine, open consultation where all options are on the table to be considered."

Concerns from Taxi Drivers

Local taxi drivers have raised significant concerns about the proposed rules, warning that the restrictions on vehicle types could force many of them out of the industry. Richard Fieldman, representing approximately 100 members of the North Yorkshire Taxi Drivers group, expressed fears that such limitations would hurt the trade rather than improve it.

"Many drivers have already expressed that if this policy is adopted, they will simply leave the trade and seek employment elsewhere due to the constant restrictions you are putting in place," Fieldman told councillors.

Fieldman also highlighted a growing challenge from ride-hailing companies like Uber, whose drivers often operate under different licensing conditions, giving them a competitive edge over local taxi services.

"We are already being swamped and overtaken by a massive influx of Uber cars in North Yorkshire. They have a distinct advantage over us regarding licensing conditions, and we must be able to have equal choice of vehicle over them," he added.

Accessibility Barriers for Wheelchair Users

The lack of wheelchair-accessible vehicles continues to create severe challenges for disabled passengers in North Yorkshire. Ian Lawson, a wheelchair user and chair of the North Yorkshire Disability Forum’s Accessible Transport Group, emphasized the real-life impacts of the accessibility gap during a council meeting.

"Medical and dental appointments are missed, as are work commitments, and lives are stifled by social isolation, all because we cannot access a basic mode of transport," Lawson stated.

Lawson criticized decades of insufficient action by local authorities, urging the council to implement policies that would significantly increase WAV availability on the roads.

Balancing Competing Interests

The council acknowledges the complexity of the issue, striving to balance the needs of taxi drivers with the demand for accessible transportation. Deputy Leader Gareth Dadd expressed sympathy for both sides, acknowledging the challenges of introducing policy changes that affect livelihoods and accessibility simultaneously.

"It’s not an easy problem to solve, but the consultation will allow us to hear all viewpoints and explore possible solutions," said Dadd.

The Path Forward

With the consultation process set to begin in January, the council encourages all stakeholders, including drivers, disability advocates, and the public, to share their opinions. The goal is to craft a policy that improves transportation accessibility while addressing the concerns raised by taxi drivers about the practical implications of the new licensing rules.
