Southampton Taxi Industry Faces Scrutiny After License Revocations

The taxi industry in Southampton is under scrutiny after 15 drivers had their licenses revoked over the past two years. A Freedom of Information (FOI) request revealed that these revocations were the result of customer complaints, raising concerns about service standards and regulatory enforcement. Similar enforcement actions have been observed elsewhere, as seen in a police operation in Huddersfield that led to the suspension of five taxi licenses for safety reasons.

Between 2023 and 2024, Southampton City Council received 972 complaints against taxi drivers, affecting both hackney carriage and private hire operators. While some drivers received warnings or temporary suspensions, a significant number lost their licenses entirely.

Drivers and Union Representatives Express Concerns

The situation has led to frustration among taxi professionals, with industry representatives emphasizing the importance of maintaining high standards. Perry McMillan, a Unite the Union Shop Steward and licensed taxi driver, stressed the need for drivers to uphold professionalism.

Perry McMillan stated:

"We always get across to our cabbies to be on their best behaviour and to keep the standards high."

He acknowledged that drivers must adhere to a strict "fit and proper" code, and failure to meet these requirements justifies losing their licenses.

McMillan also pointed out the differences between hackney carriage drivers, who are restricted to operating in Southampton, and private hire drivers, who can work in multiple locations. He believes private hire drivers often struggle with local navigation, relying too much on GPS, which impacts driving decisions and service quality.

Perry McMillan explained:

"They don’t know the area, they’re looking at their sat navs, thinking I’m out of my area so I’ll cut down this road because I’m out of my area and won’t get in trouble."

Taxi Drivers Struggle with Regulations and Competition

Some experienced drivers have expressed concerns about the disparity in training requirements between hackney carriage and private hire drivers. Mustafa Mohammed, a taxi driver with 13 years of experience, questioned the fairness of the licensing process.

Mustafa Mohammed said:

"Why should I do 2 or 3 different tests every year, and they do the same job as I do?"

He also highlighted financial struggles, stating that declining job opportunities are making it difficult to sustain a living.

Mohammed Azram, who has been in the industry for a decade, raised concerns about road safety and vehicle conditions.

Mohammed Azram remarked:

"If drivers neglect that, drivers become a liability and we can't afford to be a liability."

He added that some vehicles used by drivers are not roadworthy, and the industry is facing growing competition from coaches and shuttle buses, which are attracting passengers away from taxis.
