TfL Issues Emergency Licences After Delays Hit Private-Hire Drivers

A technical fault in TfL's system delayed renewals, forcing temporary licences and a pause on proposed licensing fee hikes.

Private-hire drivers in London have been issued temporary licences after a system error in Transport for London’s (TfL) new licensing platform caused significant delays. The glitch disrupted the renewal process for many private-hire drivers, leaving them unable to work and facing serious financial strain. To address this, TfL has introduced emergency three-month licences for drivers who have submitted complete applications and do not require further checks.
The delays sparked criticism from driver unions, which reported that some drivers had fallen into debt or even had their vehicles repossessed. The App Drivers and Couriers' Union (ADCU), which has been campaigning for months, warned of the severe consequences of inaction. Zamur Dreni, general secretary of ADCU, stated:
"There can be no further delays in the issuing of these emergency licences. Our members are desperate and it has to happen now."
In response to the mounting pressure, TfL also postponed a planned rise in licensing fees. This decision has been welcomed by unions supporting affected drivers. Simon Rush, branch president of the GBM union, remarked:
"We are pleased to see TfL reconsider the licensing fee increase, particularly given the financial hardship caused by these delays."
Rush further added:
"Drivers should never be left in limbo due to administrative issues."

TfL clarified that while most of the 123,000 licensed drivers were not impacted, the organisation has increased staff to address the backlog. A revised meeting to discuss the proposed fee increase is now set for 14 July.
