Fee changes, emission standards, and digital improvements. Upcoming changes to taxi licensing in Woking Borough

Licensed taxi drivers in Woking Borough are set to experience significant changes as the council rolls out improvements to its licensing services.
In a recent newsletter, council announced upcoming website enhancements, fee adjustments, and new compliance requirements that aim to streamline operations and ensure better service for drivers and passengers alike.
Compliance with Ultra-Low Emission Standards
Environmental sustainability is a growing focus for the council, with new regulations set to take effect from 31 March 2026.
All wheelchair accessible taxis will be required to become ultra-low emission vehicles (ULEVs) or fully electric. This move aligns with broader efforts to reduce carbon emissions and promote cleaner transportation options within the borough.
Vehicle Age and Emission Requirements for Taxis
The council licenses vehicles that meet its regulations, including an age limit of 12 years. However, wheelchair-accessible taxis are permitted to operate until they reach 15 years of age.
Hackney Carriages must be under five years old and produce no more than 75 grams of CO2 per kilometer (g/km)
Private hire vehicles are required to have a 5-star NCAP safety rating and adhere to Euro 6 emission standards, which can be confirmed via the V5 document or through an online check.
Promotion of Wheelchair Accessible Vehicles
Woking Borough Council is also taking steps to promote accessibility within the taxi industry.
The council plans to feature wheelchair accessible vehicles on its website, providing greater visibility for these essential services.
Drivers who own such vehicles are encouraged to contact the council to have their vehicle and contact details published online. Importantly, no information will be shared without the driver's consent.
To qualify for promotion, a wheelchair accessible vehicle must be new and comply with the Disability Discrimination Act.
This initiative underscores the council's commitment to inclusivity and ensuring that all residents have access to reliable transportation options.
Enhanced Licensing Webpages and Digital Forms
In the coming weeks, Woking Borough Council will launch revamped licensing webpages as part of its broader website overhaul.
Recognizing that the current website is challenging to navigate, the council has collaborated with digital experts to update and simplify online information. This initiative is designed to make it easier for drivers to find necessary details and complete applications online.
The council's commitment to digital improvement extends beyond information updates. Efforts are underway to enhance online forms, aiming to make application processes more user-friendly and efficient.
These changes are expected to save time for drivers, reducing the administrative burden associated with licensing procedures.
Upcoming Fee Increases
Transparency remains a priority for Woking Borough Council, which has announced upcoming fee increases effective from 1 April 2025. The new pricing structure includes:
- Extra medical submission: £25
- Driver renewal for three years: £340
- Driver renewal for one year (for drivers aged 60+) plus medical submission: £173
- Vehicle renewal: £250
- New operator/operator renewal: £370
- Knowledge check: £50
These updates from Woking Borough Council highlight a continued focus on improving services for taxi drivers while promoting environmental sustainability and accessibility.
