The City of Wolverhampton Council is seeking approval to expand its joint authorisation agreements, allowing taxi compliance officers from various councils to check private hire vehicles outside their local areas. This follows a successful pilot in Milton Keynes, where Wolverhampton-licensed vehicles were inspected by local officers.
Successful Pilot in Milton Keynes
In March 2024, the pilot scheme began in Milton Keynes. More than 800 roadside checks were carried out, leading to two vehicle suspensions. This success has encouraged several councils to consider extending the program.
Legal Framework
Under the Local Government (Miscellaneous Provisions) Act 1976, councils can authorise officers from other local authorities to enforce taxi regulations. This allows for action against vehicles and drivers operating outside their licensing areas, enhancing safety and compliance.
Expanding the Agreement
Wolverhampton is now proposing to expand the agreement to Halton, Knowsley, Rotherham, and South Derbyshire councils. This would improve enforcement across council boundaries and reduce the chances of vehicles evading regulations.
Next Steps
The Regulatory Committee will decide on the approval of this expanded initiative later this month. This move is part of Wolverhampton’s efforts to improve the safety and compliance of private hire vehicles across the UK.
